Eli S. Gilman is the Process Manager for the Montgomery County Recovery Office. From 2009 to 2021, he worked for the Foreign Policy Research Institute (FPRI), a 501(c)(3) nonprofit think tank focusing on Foreign Affairs and National Security policy, ultimately serving as Vice President for Operations and Chief Operations Officer. Prior to joining FPRI, Mr. Gilman served in various positions with the Pennsylvania Office of Homeland Security, where his primary focus was the development and implementation of the Commonwealth’s Critical Infrastructure Protection Program. In December 2014, he was appointed by Governor-elect Tom Wolf to serve on his Transition Review Team for Emergency Management. Mr. Gilman received his B.A. in Political Science from the George Washington University in 2005, his M.S. in Public Policy from Drexel University in 2011, and his M.B.A. from Temple University’s Fox School of Business in 2018.
