Funding Opportunities

Montgomery County Department of Health and Human Services, Office of Housing and Community Development, is now accepting applications for community development, affordable housing development, and non-profits and homeless services projects.

Applications are due by 4:30PM on April 10th, 2023.

Eligible Activities


Affordable Housing Trust Fund (AHTF)
Promotes the development of affordable housing Eligible activities include new construction, acquisition and rehabilitation; development of permanent and transitional rental housing; homebuyer and housing assist programs that will provide affordable housing throughout Montgomery County 

Community Development Block Grant (CDBG)
Promotes community revitalization. Eligible activities include acquisition, rehabilitation, disposition, relocation, clearance, demolition, removal of architectural barriers, historical restoration, planning activities, public work projects, infrastructure improvements, public services, housing activities and economic development.

Emergency Food & Shelter Grant Program (EFSP)
Help meet the needs of hungry and homeless people by allocating funds for the provision of food and shelter. Mass shelter to homeless, food assistance, emergency rent, mortgage and utility assistance.

Emergency Solutions Grant (ESG)
To improve the quality of existing emergency shelters for the homeless. Renovation, rehabilitation or conversion of buildings for use as emergency shelters or transitional housing; provisions of essential social services for the homeless; payment of operating costs for shelters; development and implementation of homeless prevention activities such as short-term mortgage/rent or utility payments, security deposits, first month rent, landlord/tenant mediation and tenant legal services. 

HOME Investment Partnership Program (HOME)
Supports the development of affordable housing. Eligible activities include tenant based rental assistance, homebuyer’s assistance, property acquisition, new construction, rehabilitation, site improvements, and demolition.

Homeless Assistance Program (HAP)
Supportive services to individuals and families experiencing or at risk for homelessness. Activities include bridge housing, case management, rental assistance, emergency shelter and innovative supportive housing.
