Affordable Housing Trust Fund (AHTF)
In 1993, Montgomery County, Pennsylvania passed an ordinance to increase the recording fees of deeds and mortgages to support the County’s local affordable housing efforts. It did so, under enabling legislation from the state, which authorized counties to increase existing recording fees to fund affordable housing efforts. These funds may be used as required HOME match, to assist homebuyers with down payment and closing costs, to promote the development of affordable housing (new construction, acquisition/rehabilitation/resale), transitional housing, operating expense funds for non-profit housing developers and housing related services. AHTF applications are available through the HOME Program application page.
Community Development Block Grant (CDBG)
The Community Development Block Grant (CDBG) Program is an entitlement funding from HUD for the purpose of promoting community revitalization throughout the country. 

Continuum of Care (CoC)
The Continuum of Care (CoC) in Montgomery County is representative of all the non-profit, government and private organizations that provide services or funding for the homeless or at-risk of homelessness sub-populations in Montgomery County.
Emergency Food & Shelter Program (EFSP)
EFSP is a restricted federal grant with funds made available through the U.S. Department of Homeland Security/Federal Emergency Management Agency. The Montgomery County Office of Housing and Community Development administers the EFSP program through the Your Way Home (YWH) Montgomery County Continuum of Care Governance Team, which also serves as the EFSP Local Board for the Montgomery County jurisdiction. The vision of YWH is to make the experience of homelessness rare, brief and non-recurring.  

Emergency Solutions Grant (ESG)
The Emergency Solutions Grants (ESG) program is designed to help improve the quality of existing emergency shelters for the homeless; make available additional shelters and transitional housing; meet the costs of operating shelters and providing essential social services to homeless individuals; and to help prevent homelessness.
First Time Homebuyers Program
Eligible participants may receive assistance with down payment and closing costs. The Homebuyers Program, established and administered by the Commissioners and Department of Housing & Community Development, is directed to assist low, moderate and median income households interested in purchasing a home in Montgomery County.

Homeless Assistance Program (HAP)
Homeless Assistance Program (HAP) is a county-directed program that offers a variety of supportive services to individuals and families experiencing or at risk for homelessness and who can demonstrate that, with HAP intervention, they will be able to meet their basic housing needs in the near future. HAP includes five components: bridge housing, case management, rental assistance, emergency shelter, and innovative supportive housing. HOME Investment Partnership Program (HOME)
The Department administers these resources to promote comprehensive, coordinated approaches to addressing housing and community development needs throughout Montgomery County. It has been demonstrated that economic development, community development, rental housing development, housing revitalization, home ownership, homelessness assistance and supportive services can work better if linked at the neighborhood and at the community level. In recent years, under the requirement of HUD, Montgomery County has developed a Consolidated Plan describing an overall strategy for spending federal, state and local funds.

Owner-Occupied Housing Rehabilitation Program
The department administers an owner-occupied housing rehabilitation program to income eligible homeowners with properties in need of essential repairs within Montgomery County. This program does not cover Abington Township, Conshohocken Borough, Limerick Township, Lower Merion Township, Norristown Borough and Marlborough Township.
