Definitions of Abuse & Neglect
Child abuse, as defined by the Child Protective Service Law (23 Pa. C.S., Chapter 63), must involve a child, a perpetrator, and an act of abuse. Child is defined as a person under the age of 18.

Child neglect is defined as any act or omissions that result in a failure to provide the essentials of life, including food, shelter, clothing, health care, personal care, and proper supervision, and that create a potential for harm to the child’s safety, functioning, or development.

Perpetrator is defined as a person who has committed child abuse and is:
  • A parent of a child
  • A paramour of a child’s parent
  • An individual 14 years of age or older residing in the same home as the child
  • A person responsible for the child’s welfare
